Start Up Inyo

Start & Operate a Business

Your guide to planning, opening and operating a business in Inyo County, with local resources to help along the way.

About this guide
Adapted from Inyo County’s November 2017 business startup guide. This overview is for general information; requirements, fees and contacts can change. Confirm current requirements with the responsible agency and seek legal or tax advice for your situation.

Step 01

Plan your business

Define what you will offer, who your customers are, and how your business will stand out. Build a plan that covers operations, marketing, staffing and finances.

  • Describe your products, services, customers and competitors.
  • Estimate startup costs, ongoing expenses, pricing and break-even sales.
  • Prepare cash-flow projections and a plan for funding the business.

Step 02

Choose your location

Before signing a lease or making improvements, check that your proposed business activity fits the location. Ask about zoning, home-based business rules, building work, signs and access.

For unincorporated areas, start with Inyo County. For a location inside Bishop, contact the City of Bishop. On tribal lands, consult the appropriate tribal government about its requirements.

Step 03

Choose a structure & name

Compare business structures with an attorney or accountant and decide how ownership and responsibilities will work. Check state registration and local business-name filing requirements.

Common structures include sole proprietorships, partnerships, corporations and limited liability companies. The County Clerk-Recorder provides information on fictitious business names, also called DBAs.

Step 04

Check permits & licenses

Your requirements depend on your activities and location. Confirm the approvals you need with the responsible agencies before opening.

  • Food service and food handling: Environmental Health.
  • Construction, remodeling and signs: planning and building departments.
  • Commercial agriculture, weights and measures, and cannabis: the relevant county programs.
  • Special events, temporary sales and other regulated activities: the responsible local department.
  • Licensed professions and trades: the appropriate state licensing board.

Step 05

Set up finances & taxes

Create a bookkeeping system, separate business and personal finances, and plan how you will track income, expenses and cash flow. Work with an accountant to identify your filing obligations.

Review whether you need an IRS employer identification number, a California seller’s permit, employer tax accounts or business-property reporting. Use the agencies’ current guidance for eligibility, forms and deadlines.

Step 06

Prepare to hire & operate

Before employees begin work, review payroll, workplace safety, employment notices and workers’ compensation requirements. Discuss your business insurance needs with a qualified broker.

Build a support team that may include a bookkeeper or accountant, attorney, banker, insurance professional and business advisor. Keep permits, policies and key records organized as the business grows.

Before you open

  • Write your business plan and estimate costs.
  • Confirm the location, zoning and necessary permits.
  • Choose a business structure and complete applicable name filings.
  • Arrange banking, bookkeeping, tax registrations and insurance.
  • Complete applicable employer requirements before hiring.
  • Keep an opening checklist tailored to your business and agency approvals.
